Ah, yes, that one phrase in the last line is going to make for some very unhappy folk, including Tom. "Potential victims" are a lot different from actual victims and the difference can be crucial; I suspect Tom's about to find this out the hard way, and 'twill be especially hard on his minions, particularly the ones that survive.
