I think you have it a little off in your thinking of Draco. He might be above average in power, but Albus, Tom, and Harry are out of his league in power. You said Batman and the Joker, Goku and Vageta, Superman and Luthor. I believe it would be more like Batman and Joker's 2nd in command, Goku and Vageta's "friend" Nappa, and Superman and Luthor's assistant (without Kryptonite). Given time and the right situation, they are a menace but not on the level as Vageta, Luthor, or the Joker.
Curious to see how Hermione and Harry interact. You have me thinking it is Moody and Crouch, which was it?
